Joyce LeBombard, having served on the LWVTX board as a director for the past two years, will lead the state board as President. She has been instrumental in the transition of local Leagues to ClubExpress (CE). She serves on the steering committee of the LWV/CE Roundtable (a user group of League across the country using CE). Joyce joined the Austin Area League in early 2017, serving first as VP of Voters Service, and then as President and Interim Communications & Technology Director. There she improved and broadened the voter registration and get-out-the-vote program, including First Vote, LWV-AA’s high school voter registration & education program, and community outreach programs, including the 2020 Census. She also established their first Equity & Inclusion Director and program and led technology modernization. LeBombard is retired from a management career in IT, primarily in the financial services industry.

Richardson will transition from director to state board Secretary, part of the LWVTX management team. She co-chaired and now chairs the Services to Local Leagues Committee, which nurtures the growth of local Leagues in Texas. An advocate of grassroots community change efforts, Richardson brings experience as a neighborhood leader, city commission chair, nonprofit consultant, and a foundation executive. In recent years, she moved to Hallettsville, where her German family has deep roots, and chaired the leadership team that initiated a new local League in Lavaca County. Recently, she led its expansion to become LWV South Central Texas, generating League membership and activities throughout 5 rural counties.

Wiant will continue on the state board as Treasurer. She brings a wealth of history and experience at national, state and local levels as a past President of the League of Women Voters Texas (2014-2018) and past LWVTX Treasurer from 1997-2005. She also served on the board of LWVUS from 2006-2012, again in 2018, and as LWVUS Treasurer from 2006-2010 and 2018. She has been a League member since 1988.

New to Texas, MacNamara served as president of the League of Women Voters of the United States from 2010-2016. Elisabeth joined LWV in 1983 and has served in various leadership roles, including president of the Georgia state League and a local League in Georgia. Elisabeth is an attorney and a career prosecutor in Georgia. She retired in 2010. She recently moved to Texas where she joins a son and two granddaughters.

Marchand will continue on the state board, bringing over 25 years of finance and management experience to her role as vice-president. She chaired the Voter Education Committee and has served on the Development Committee and other committees. Retired as Managing Director and head of the BBVA USA Energy Division, she has served on a number of non-profit boards, including as President of Odyssey House Texas, a residential drug treatment facility, and Camp for All, a barrier-free camp serving children and adults with challenging illnesses and special needs.

McKenzie is a past President of LWV-Collin County.  She has also served as Vice President, Program with her local League.  

Holding an MS in Administration and BS in Business Administration, Charlotte retired from the biotech and pharmaceutical industry working with Fortune 500 and startup companies as an award-winning clinical science specialist, accomplished in research, team leadership, new business development, executive training, sales and marketing.  

An avid community volunteer, Charlotte serves on several boards and is involved with organizations making a difference and impacting change.   

Treece will continue on the state board and serve as a vice-president. She has chaired fund development efforts for LWVTX. Growing up in Austin, Treece has strong community and organizational ties, as a former social worker focusing on issues related to women, children and families, and serving as board president of Seedling, a nonprofit providing mentors to children with an incarcerated parent. She is also a local business owner, wife and mother of three. She graduated from Texas A&M University.

New to the board, Espinoza is a Social Worker from the North Texas area. She has been a disability rights activist for over 30 years. She works closely with National Centers for Independent Living, Global World Independent Living, Coalition of Texans with Disabilities, Disability Rights of Texas and is a board member over Rev UP of Texas working to promote the power of the disability vote. She has come to rely on collaborations with the League of Women Voters on several projects and has admired the commitment and work that is done. Currently Assistant Director at REACH of Plano Center for independent living, she has devoted increased priority for the civil rights of people with disabilities with the recent activities of voter suppression in Texas.

New to the state board, Pam Gaskin is a 20+ year member of LWV Houston, where she served as Vice President of Membership, Chair of non-Naturalization Voter Registration, and a member of the Voters Guide Committee. She serves on the Board of Directors of the Fort Bend Central Appraisal District as Vice-Chair for Finance. A certified Mediator, Gaskin also holds certifications as a Certified Information Systems Auditor (CISA) and Six Sigma Greenbelt, Information Technology Infrastructure Library (ITIL). As a retired Sales Director for AT&T and retired member of a Big Four accounting firm, she assisted clients with technology compliance and tightening internal financial controls.

New to the state board, Gil is a 19-year employee of a Fortune 500 financial institution with business and management experience. She has enabled her company to make services accessible to new markets, including underserved communities. Currently a VDR for Tarrant, Denton and Dallas Counties, she is energetic and passionate about increasing voter turnout in youth, building a bridge to low-income and marginalized citizens with historically low participation in elections, and enhancing use of technology and social media to attract and engage citizens.

New to the state board, Mudd is outgoing President, LWV-Houston, where she has long been an advocate for voter empowerment, women’s rights and the rights of people with disabilities. During the 2020 election season, Mudd led LWV-Houston in its voter registration and “get out the vote” efforts, including a Voters Guide in four languages. A professional, award-winning communicator, she led local American Red Cross public affairs efforts during Hurricane Harvey, helping shape the narrative on national media and coordinating crisis communications. She is Executive Director of East Harris County Manufacturers Association, a past President of the American Marketing Association and has held numerous other leadership roles, including being the mother of three daughters. 

Swanson will continue on the state board where she currently serves as the LWVTX Issue Chair for Redistricting & Census. She is also a lead organizer of Fair Maps Texas, a coalition of nonpartisan groups aimed at ending gerrymandering in Texas. The Coalition advocated for a fair and open redistricting process and convinced the House Redistricting Committee to double the number of public input hearings held around the state. Swanson is now using her background as an analyst, manager, and mother to empower Texans to fight for equitable representation. 

Vaughn continues on the state board, where she has been serving on the Voter Education and Services to Local Leagues Committees. Named 2021 “Woman of the Year” by the Amarillo Globe-News, Vaughn brings a 34-year career as an educator and faithful leader in her Amarillo neighborhood “The Heights” by serving causes that aid, empower and educate people in the city. She continues to participate in many civic organizations, including leading efforts to promote voting during the 2020 elections through the local Farmers to Families food bank.
