Is this your first state convention? Are you new to the League? Do you wonder why we have a state convention? LWVTX President Joyce LeBombard will review the various components of a League state convention. She will answer: What is a plenary? How do I become a delegate? Will it be fun? (Yes!) 

What is the 2026-2028
Texas League Program?

Convention delegates will be voting on the Texas League Program. The League Program addresses what the League will take action on at the state level. It defines the positions the League will take for the next biennium. LWVTX Vice President and Advocacy Chair, Elisabeth MacNamara will review the current League priorities and changes that will be voted on during the convention.

Yes, LWVTX Convention delegates vote on the LWVTX budget. At this webinar, the LWVTX Budget Chair will review the proposed budget for the 2026-2028 biennium and answer all questions.






Delegates


Delegate Counts

For the convention, the formula for assigning delegates = the League President counts as 1 delegate + 1 delegate for the first 15 members + 1 delegate for each 10 members after that. The delegate count composition/formula can be found in Article VII, Section 2 in the LWVTX BylawsThe delegate count can be found here. We will be asking for the names of the delegates from each League as we get closer to the convention date. If you have any questions, please contact the Governance Committee at governance@lwvtexas.org.


Delegate Responsibilities:

  • Nominate and vote on the Texas League's leadership, the Board of Directors.
  • Debate and vote on the Budget.
  • Debate and vote on Texas League proposed Program.

Observers may attend all parts of the Convention but they do not vote any items being decided.

Resolutions


April 2nd is the deadline to submit resolutions!


A resolution may be proposed by a League or a delegate by completing and submitting the required Resolution Submission Form.

The following criteria will be used to judge the appropriateness of the proposed resolution:
  1. Is consistent with League Bylaws, Principles and Positions.
  2. Does not circumvent the program process.
  3. Deals with a single, topical, time-sensitive issue.
  4. Asks for a single, short-term action by this Convention which is likely to have an impact.
  5. Is pertinent to Texas.
  6. Can be implemented using existing League resources.
